A final implication of the post-Westphalian character of the European state is the obsolescence of traditional alliances as a guide for understanding the requirements of security.
7 While this first approach details the target and agent of threat, it does not lend itself to the development of a comprehensive understanding of the EU as a security actor or the way in which these threats are being collectively addressed. A second approach to the problem of disentangling and understanding the current threat environment is to focus on how those threats are manifested. In this case, security challenges are defined by the arena of conflict (state or society) and the instruments of conflict resolution (coercive or persuasive).
Moreover, it is not always easy to separate conflict prevention measures from other EU actions. In other words, there is a question as to whether prevention measures are classified as such to deal with the problems cited or whether conflict prevention is a by-product of something else that the EU does. This chapter explores the responsibilities assumed by the EU and the resources it possesses to implement conflict prevention measures.
