It was Max Weber who wrote that military organisations and actions are made possible by a social organisation that is very similar in form to religious devotion. One might add that the early-nineteenth-century belief in the ‘civil society’ of Europe was illusory as well, but it worked for a time, at least until 1914. Unfortunately, both world wars tested not only the effectiveness of armies in the field, but also the viability of entire societies and their way of life. What occurred was what Clausewitz had predicted would happen if combat were no longer guided by ‘the will of a leading intelligence’, if war took the place of policy, becoming in the process ‘its own independent will’, ‘a complete, untrammelled, absolute manifestation of violence’.
The destruction that followed at times reminded him of the devastating Thirty Years War that had traumatised mid-seventeenth-century Europe. For historians it remains the definitive disaster of European history even though in the popular imagination it has been displaced by World War I. 4 The court painter Rubens recounts one incident in the Thirty Years War which was all too common judging from the pamphlets and broadsheets of the day: Wallenstein’s troops had prepared axes, hammers and cudgels for their plundering and they used them as butchers use instruments when slaughtering cattle.
Such an understanding did not fit easily with the pseudo-metaphysical theorising of Fascism or the pseudo-Zen Buddhist musings of Imperial Japan. For a pragmatist, a practical man like Clausewitz can convey the texture of ethics just as well as (or perhaps better than) many a moralist or philosopher. Clausewitz wrote one of those rare books – Vico’s New Science is another – whose greatness is to be measured not so much by the conclusions they reach as by the tasks their authors set themselves.
